prepareTransaction would, discards the quote, and
reads the orchestrator’s answer: applied when the key is present with
exactly the requested permission (or gone, for a removal), notApplied
when the change is still to make, and conflict when the key is present
with another or unreadable permission. Only applied means ready.
The quote needs a configured owner able to manage authorities (All or
ManageAuthority). Under JWT auth it mints one sponsorship grant that is
never used. notApplied says nothing about an intent still in flight:
settle the original with waitForExecution or getIntentStatus first,
and never resubmit a change that may have landed.
